Yes, this a Kamen Rider statue.
And Yes, It still stands after being hit by a 10 meter tsunami.

Ishinomaki in Miyagi, the hometown to Kamen Rider and a city hit by the tsunami, has a statue that shows the power of Kamen Rider. Even his statue still stands when everything around it is broken and in pieces.
